Escondido lies 30 miles northeast of San Diego and 100 miles south of Los Angeles, just 18 miles from the coast. The Utilities Department is comprised of Water, Wastewater and Water Reuse, and Construction and Engineering. The Director oversees an annual operating budget of $72.9 million, a CIP budget of $15.3 million, and a team of 167 dedicated professionals.
Escondido is seeking an experienced strategic leader to shape the future of water and wastewater services while advancing innovation in conservation, reuse, and workforce development. The ideal candidate will combine operational expertise with strong leadership and commitment to public service. A collaborative, grounded, and forward-thinking leader, they will foster a culture of trust, accountability, and team success while navigating complex infrastructure, regulatory, and community needs. Requires Bachelor’s degree and ten years of increasingly responsible experience in water or wastewater utility administration, including three years of management/administrative responsibility. Master’s degree, registration as California Professional Civil Engineer, and/or certification in water treatment, water distribution, or wastewater treatment desirable.
